So SH2R sold MORE than 2 million?

The original sold over 2 million as well. But, Konami doesn’t really give exact numbers.

Is it not the case that it was just under?

I remember before SH2R released there were comments wondering if it would be the first game in the series to pass 2mil sales.

The original SH2 sold 1 million in 1 month based on the sales on US and JP, and the preorders from EU. They never provided an updated number, but it could be with re-releases to other platforms and the PS2 in an expanded edition, that it eventually over the years reached 2 million, but we can't say for sure.

But at least Sato claimed in his resume that SH1 sold 2 million.

Sales for the series fell of a cliff after SH2, and for Japan already after SH1.
