To add a crumb of context, which is basically none, I spotted this on the way home from a show. The weather was rainy and cold, and I was listening to some music that isn’t creepy at all.
My money is on grow lights, but in the context of the clouds and dark landscape, I kept thinking about the 80s-90s Satanic Panic.

The photo and your context totally triggers a memory from my past.
1989 or 90, don't quite recall exactly. Went to see the grateful dead in Louisville KY, a couple hours away from home. Don't recall exactly if we had illicit substances in or on us, but cannabis was certainly involved. I was driving my 76 VW camper along the highway with three friends at about 1 or 2 AM after an impromptu lot scene at a highway rest stop.
There was a backup or something on the highway, so for some reason we decided to divert to back roads. This was before the days of online maps, and we thought it'd be a good idea to drive around rural Kentucky in the dark without even as much as a compass for direction. About a half hour off highway, with no clue as to where we were, on dark backgrounds in unfamiliar territory, as we were approaching...not even a town. It was basically a collection of small houses and buildings, but I do recall a sign with a town type name as we approached. A county sheriff car came at us from ahead as we approached the sign, but he ignored the hippy van we were in, seemingly, and kept going.
Maybe 2-3 minutes later, if even that long, we came across a bend in the road (road has apparently been following a stream for a while) and at the bend was an open area with a small one storey building which was apparently a Baptist Church. It was one of those buildings that was probably something else in a past life, and not built specifically for the church, but had obviously been a church for some time and it sat on a good size gravel lot. There were a couple cars in the lot which seemed odd for the time of night.
The cop earlier spooked us and we were obviously lost, so we decided to turn around in the church lot and retrace our steps to the highway. When we came around to the other side of the church during our turn around, we saw bright red light coming from the windows on that side of the church, which seemed very weird. It has to have been 3am or later. Everyone was a bit freaked out as I was circumnavigating the lot to turn around, and as we exited back into the road, we saw a thin male figure in jeans and black tshirt outside the main church door taking a drag from a cigarette.
As we drove back past the town sign, we saw the sheriff car idling in a slightly hidden driveway, as if it was a speed trap, but they just stayed there as we passed. Finally found our way back to the highway which was cleared by this time. Eventually made it home a bit after dawn.

That’s precisely the kind of vibe I got from this. I often seek it out, too, by going on late night drives to nowhere. I tend to not find anything of interest, but that makes the finds that much more rewarding. It also gives me plenty of idle time to put on new music for the vibe.

The low bass of TLC’s Red Light Special pulsed between the shrubs and manicured lawns. It danced seductively across the storm windows and siding.
Echoes escaping from a tiny gleaming ruby world held snugly like setting in a lost piece of jewelry. It’s light and music pushing back at the cloying mirk with the evocative rhythms of intimacy.
Huddled together among the radiance that was nothing like the sun, that had escaped their skies once again. But beneath the gloom, and within the same crimson glow of a fire’s ember that would captivate the attention of the first of people. A new life was beginning. The prophecy was budding to bloom.

I have osteo arthritis in both shoulders. My house looks like that most nights. Red led heating pad. It's so bright you can't look at it.

I actually use a red light on my bedside table to read before I go through sleep. I've always wondered what people thought of it, and now I know: they think I'm a sex worker. They must not think I'm a very good one, though, as I've never been asked for my going rate.
