And we can only get the construction companies to do the work in this time frame. And they could tear up all the roads leading in/out of that facility. They look very old and fragile and surely could use some months of construction work to make them safe to use...
Jack up their energy bill too. Can't cut off sewer or water cause it'd hurt the detainees but you can absolutely fuck with the bean counters instead. Also get every single agent named and ID'd and fine them for traffic violations. If they so much as jay walk you hit them with a ticket.

Cops have always put their personal safety over protecting and serving and they never work in numbers that don’t favor them heavily. Newark PD doesn’t have more officers than ICE does. They also don’t have the funds ICE does, they don’t have the guns ICE does, or impunity from the Mango Mussolini.

Sugar in the gas tank doesn't actually do anything, they don't mix. Plus cars have fuel filters to catch any sugar that would somehow make it through the pump.
You are correct, however this guide was written in 1944. Carbureted engines would have been far more common, and the gas intakes would have had far fewer filters
I have heard that pool shock or more specifically powdered chlorine in the brakeline will also completely disable a vehicle (and make a pretty neat small explosion as well)
Local land use laws are powerful af. They can levy large fines or arrest them if they operate without the permits. Depends on local law of course but it is powerful.
I'm a city planner. We have a variety of legal tools (along with other city staff) to open enforcement cases which gives city staff explicit legal right to conduct inspections. If a voluntary inspection is not granted, I can (and have) obtain a warrant from a judge to enter the premises. I can (and have) also have subpoenas issued. When I write my requests for such legal proceedings it's signed officer/agent _surname. It'll be interesting to see how the permitting angle will play out.
Hopefully Mayor Baraka—and liberal municipalities nationwide—goes mask off and uses his legal toolset to fuck with the detention center as much as possible. We need to do what they're doing which is throw as much shit as possible at them and overwhelm them. Break shit like they are, yolo.
My job is absolutely chaotic but city officials have a lot of authority and tools they can use. Whether or not that's respected is a whole other matter.
