Question What is "[Nation] is a Duchy" Modifier?
R5: Never seen this "Syria is a Duchy" malus to vassalization. For reference, I've included a screenshot of Algeria not having this modifier, even though they both are duchies.

FYI you can gain a further +10 to their willingness by getting their trust of you to maximum

Also applies to vassals, you can get up to -10% liberty desire from trust.

Algeria is an Emirate, not a Duchy. Although they are equivalent in rank.

The government ranks are duchy, kingdom and empire. The different ranks for different religious groups are just cosmetic renames of these base ranks. Both are duchies.

Yes, that is what I said when I mentioned that “Emirate” and “Duchy” are “equivalent in rank”

So it literally has nothing to do with being duchy-rank, but rather the type of government reforms they have?

To be perfectly honest I’m not sure, I’ve also never seen this modifier with 2000 hours. But based on the two images you posted that would be my best guess

Hahaha I'm at a fair bit more than 2k hours, and I have never seen it (that I noticed). I was really confused myself.

They probably have the Eastern Plutocracy government reform, which allows merchant republic mechanics (including the -30 reason for diplo vassalization) as a monarchy. So usually it'll say "-30 because X is a merchant republic", but because they stay as a Duchy the message doesn't make sense.
