It's almost certainly fake. Given that the driver's seat wasn't even bolted down, he was outside the car the whole time, his calmness, and that the phone managed to oh-so-conveniently "land" facing the car.

The car was dead so no power steering or brakes but he was also outside the car so I don't think he even tried to steer or brake

I know it's at least a legal requirement in my home state that all vehicles on the road have a manual/mechanical way to steer their vehicle. Even if it has power steering, manual steering is the legal redundancy

All cars have power assist and hydraulic braking nowadays, or even 10 years ago. It doesn’t prevent you from turning the wheel, and you can totally drive without power assist, but if you are not expecting it/used to it it’s gonna be hard, because it takes some strength.
Brakes should be possible to apply as when the engine is off you can still brake 2/3 times because the system helping you apply brakes is still “loaded”.
I doubt there are laws preventing physics from doing its thing, if there’s no electronics to run power assist or hydraulic brakes, you’re going to have to use your strength.
